APC Campaign Council Mobilizes for Ondo State Governorship Election

During the inauguration of the APC National Campaign Council in Akure, Ondo State, Governor Babajide Sanwo-Olu urged party leaders and members to rally behind the party’s gubernatorial candidate, Governor Lucky Aiyedatiwa, for the upcoming November 16 poll. The event was led by APC National Chairman Dr. Abdullahi Ganduje.

Sanwo-Olu, also the South-West leader of APC, emphasized the importance of a united front, stating that the campaign council would work diligently to secure victory against rival political parties. Mr. Justine Shaku, the Chairman of Katsina-Ala Local Government Area in Benue State, has expressed grave concerns over the ongoing criminal activities in the council, which have led to the prolonged closure of schools, markets, and primary health clinics for over a year.

Speaking to newsmen on Tuesday, Shaku reported that the pervasive insecurity has resulted in the shutdown of more than 20 schools, 23 markets, and 13 primary health clinics, with eight council wards significantly affected. He emphasized the detrimental impact of these issues on local agriculture, which serves as the primary source of livelihood for many residents.

“Insecurity in the area has been challenging,” he stated. “Agriculture, which is the major source of our livelihood, is greatly affected because of so many challenges at the moment.”

Despite these challenges, Shaku is committed to revitalizing the local economy through focused efforts on rebuilding, rehabilitating, and resuscitating essential economic sectors, including health, education, roads, agriculture, and security. He aims to restore normalcy to the area, stating, “I will ensure that the schools are back to life.”

Additionally, Shaku described the council secretariat as an “eyesore” that requires complete rebuilding. He expressed optimism following the Supreme Court judgment that granted autonomy to local governments, indicating a renewed commitment to addressing the decayed infrastructure within the council and fulfilling his campaign promises.

WITNESS ADMITTS TO NOT KEEPING RECORDS OF ALLEGED BRIBE FOR FORMER CBN GOVERNOR EMEFIELE

A prosecution witness, Monday Osazuwa, testified yesterday at a Lagos Special Offences Court in Ikeja that he did not maintain any records of the money he allegedly collected as bribes on behalf of former Central Bank of Nigeria (CBN) Governor Godwin Emefiele, who is currently on trial alongside Henry Omoile for alleged abuse of office and money laundering.

During his previous testimony on April 12, 2024, Osazuwa, a dispatch rider, claimed to have collected over $3 million in bribe money in various installments for Emefiele.

Responding to questions from Emefiele’s lawyer, Mr. Olalekan Ojo, after being recalled for further examination, Osazuwa admitted that he had not documented the alleged bribe amounts. He explained that he had been instructed by Emefiele not to keep any evidence of these transactions.

When questioned about whether he had provided any written instructions from Emefiele during his statement to the Economic and Financial Crimes Commission (EFCC), Osazuwa stated that he had referenced it in his statement but did not produce any documents showing the money he collected for Emefiele. “There is no document produced. The instructions given to me by the first defendant were that I should not write anything down,” he affirmed.

Osazuwa acknowledged the importance of keeping records of financial transactions for accountability and future reference but reiterated that he did not keep any records, stating, “I obeyed the instructions based on the money I collected for him.”

The defense counsel requested that Osazuwa be given copies of his extrajudicial statements made to the EFCC on February 13, 15, and 23, 2024, to refresh his memory. After reviewing the statements, Osazuwa confirmed, “I did not state it in my statement, but he instructed me not to record it. He instructed me that whenever he was not around, I should just go straight and give it to the second defendant.”

ENUGU POLICE DISMISS INSPECTOR OZWANJI JOSEPH OVER MURDER OF OGENE MUSICIAN CHIKEZIE NWAMBA

The Enugu State Police Command has completed the orderly room trial of Inspector Ozonwanji Joseph, who was implicated in the murder of Ogene musician Chikezie Nwamba.

In a statement by command spokesperson Daniel Ndukwe, it was announced that Inspector Ozonwanji was found culpable and has received the maximum penalty of dismissal, followed by prosecution in accordance with the Police Act and Regulations 2020.

Ndukwe stated, “Accordingly, the Assistant Inspector-General of Police, Zone 13, which covers the Anambra and Enugu State Commands, approved the recommendations for the orderly trial, leading to the dismissal and subsequent court prosecution of the Inspector.”

As a result, Ozonwanji has been dismissed from the Nigeria Police Force and was arraigned on October 28, 2024, at the Enugu East Magistrate Court on charges of murder.

The Chief Magistrate ordered the remand of the former officer in Enugu prison and directed that the case file be sent to the Attorney General of Enugu State for further judicial action. The trial has been adjourned to November 12, 2024.

PRESSURE ON NAIRA AND FUEL SUBSIDY REMOVAL INCREASE COST OF ROAD PROJECTS TO OVER N19 TRILLION

The pressure on the naira in the foreign exchange market, coupled with the removal of fuel subsidy, has significantly affected earlier projections regarding the funding required by the Federal Government to complete ongoing road projects across the country.

At a briefing yesterday, the Minister of Works, Engr. David Umahi, announced that President Bola Tinubu’s administration now requires over N19 trillion to complete these projects. This new estimate represents an increase of N3 trillion from the previously projected cost of N16 trillion as of August 2024.

Umahi had earlier indicated that as of August 23, 2023, the funding gap to complete all inherited projects was approximately N13 trillion. He noted that this figure would rise to over N16 trillion when all projects were reviewed in light of current market conditions, attributing this increase to the removal of the fuel subsidy and the floating of the naira.

Addressing the media yesterday, Umahi elaborated on how these issues have impacted the ministry’s activities and project delivery. He stated, “The President inherited a total of 2,604 projects as of May 29, 2023. The total cost was N13 trillion, which the President inherited, along with a debt of N1.6 trillion to contractors.”

He further explained that considering the variations caused by the naira’s depreciation, a comprehensive review of all projects indicates that the total cost now exceeds N19 trillion.

Umahi emphasized that the President has opted to keep all projects active, seeking funding from both internal and external sources, including loans, due to his concern for the well-being of Nigerians. He pointed out that President Tinubu has prioritized the Ministry of Works, recognizing that roads and bridges could provide significant economic benefits for citizens.

SENATE TO SCREEN MINISTERIAL NOMINEES FOR CONFIRMATION

The Senate is set to screen the ministerial nominees forwarded by President Bola Tinubu for confirmation today.

According to Vanguard, the nominees, who have already been cleared by the Department of State Services (DSS), flocked to the office of the Special Adviser to the President on Senate Matters, Senator Basheer Lado, yesterday to submit their curriculum vitae in a bid to meet the deadline.

Earlier in the day, the Ministers of Education, Trade and Investment, and Livestock submitted their resumes.

Senator Lado confirmed in a statement that the documentation process for the ministerial nominees had commenced ahead of their screening and confirmation by the Senate. The statement indicated that nominees were submitting relevant documents as part of the initial procedures for the screening.

“The nominees are expected to be screened and confirmed by the Senate in compliance with Section 147 of the Constitution of the Federal Republic of Nigeria 1999 (As Amended),” the statement read.

It is important to note that President Tinubu had previously written to the Senate requesting the screening and subsequent confirmation of seven ministerial nominees announced in Abuja on Wednesday. The letter was addressed to the President of the Senate, Senator Godswill Akpabio, and was read during plenary last Thursday.

The ministerial nominees include Dr. Nentawe Yilwatda, Minister of Humanitarian Affairs and Poverty Reduction; Muhammadu Maigari Dingyadi, Minister of Labour and Employment; and Bianca Odinaka Odumegu-Ojukwu, Minister of State for Foreign Affairs.

IFC SIGNS AGREEMENT WITH CBN TO BOOST LOCAL FINANCING FOR NIGERIAN BUSINESSES

The International Finance Corporation (IFC), the private sector arm of the World Bank, has signed an agreement with the Central Bank of Nigeria (CBN) to enhance local financing, enabling private businesses in Nigeria to grow.

In a statement released yesterday, the IFC announced that the goal of this partnership is to provide more than $1 billion in financing in the coming years.

According to the statement, “The partnership will allow IFC to manage currency risks and increase its investment in Nigerian Naira across priority sectors of the economy, including agriculture, housing, infrastructure, energy, small and medium enterprises, and the creative and youth economy.”

The IFC highlighted that it currently has an active investment portfolio in Nigeria amounting to $2.13 billion, making it the second highest in Africa. Local currency financing is identified as a key priority.

The statement further elaborated, “IFC aims to significantly scale up its financing of critical sectors in Nigeria, with a goal of providing more than $1 billion in the coming years. Many of these sectors require local currency financing, and IFC’s partnership with the CBN is a crucial tool in expanding access.”

IFC’s Managing Director, Makhtar Diop, stated, “The partnership aims to address funding options and access to affordable local currency financing for small businesses in Nigeria, which is essential for IFC to meet the increasing demand for diverse funding options and better manage currency risk. Our partnership with the Central Bank of Nigeria will enhance lending in Nigerian Naira, fostering economic growth and creating jobs across the country.”

OLU OF WARRI DISSOLVES EXECUTIVE OF ITSEKIRI NATIONAL YOUTHS COUNCIL

The Olu of Warri, Ogiame Atuwatse III, has officially dissolved the executive of the Itsekiri National Youths Council (INYC). The announcement was made during a well-attended Itsekiri Youths Assembly, where the monarch cited the youth body’s failure to adopt a new constitution and conduct elections for new executives at both the national and chapter levels.

Reports indicate that the INYC has operated with executive positions filled by the selection of individuals loyal to certain leaders for nearly 30 years.

During the assembly, the Warri Monarch also stated that individuals over the age of 40 should not hold positions as youths in the Warri Kingdom.

In response, he appointed the Presidents of the National Association of Itsekiri Graduates (NAIG) and the National Association of Itsekiri Students (NAIS) to form a committee responsible for drafting a new constitution for the INYC. Chief Omolubi Newuwumi and Chief Wilson Olley will serve as advisers to this committee.

The constitution drafting committee, which is expected to include additional members, has until the end of January 2025 to complete its assignment, paving the way for the election of a new executive council for the INYC.

BOGIS INAUGURATES COMMITTEE TO DEMARCATE BOUNDARIES ALONG RIVER BANKS AND BUFFER ZONES IN MAIDUGURI

The Executive Secretary of the Borno Geographic Information System (BOGIS), Engineer Adam Bababe, has inaugurated a 13-member committee tasked with demarcating boundaries and regulating developments along riverbanks and buffer zones in Maiduguri, the state capital, with immediate effect.

During the inauguration on Tuesday at the BOGIS Board Room, Bababe appointed Town Planner TPl. Liman Gana Mustapha as the Chairman of the committee, while TPl. Modu Choromi will serve as the Secretary. Other members include Police Officer ASP Abba Bukar and the legal adviser of the agency, among others.

Bababe cautioned individuals against constructing structures along waterways and buffer zones, noting that 99.9% of properties developed in 2020 were deemed illegal, lacking government titles and approvals.

He recalled the devastating flood that struck many parts of Maiduguri on September 10, which resulted in an unspecified number of deaths and submerged critical infrastructure worth billions of naira. This disaster was exacerbated by the collapse of some dykes at Alau Dam and the presence of illegal structures on waterways.

The Executive Secretary emphasized that the state government would not compensate any demolished properties located along waterways or buffer zones that do not possess legal titles or approvals from relevant authorities.

Bababe highlighted that records at the agency indicate over 1,300 illegal structures have been marked for demolition since 2020. Despite the recent disaster, many individuals whose homes were swept away have begun reconstructing, which he warned could lead to future harm.

He stated that the committee has a two-week timeframe to complete its assignment and submit recommendations for the demarcation of boundaries and regulations regarding developments along the waterways. He reiterated that approximately 99.9% of illegally developed properties along the waterways and buffer zones are at risk of demolition without compensation.

“No title, no compensation. The government will not pay anyone without a title. It is a covenant between the government and its citizens to have titles as enshrined in the Borno State Land Use Act/Law of 1975/1976,” he asserted

IKEJA MAGISTRATES COURT DISMISSES SEXUAL ASSAULT CHARGES AGAINST EMMANUEL EMERUWA

An Ikeja Magistrates Court sitting in Ogba, Lagos, has dismissed a sexual assault charge brought by the Police against 42-year-old Emmanuel Emeruwa. Emeruwa was initially arraigned in June on a holden charge for allegedly sexually assaulting his five-year-old daughter in his Lagos residence.

Emeruwa pleaded not guilty to the charge and was remanded in Police custody while the presiding Chief Magistrate, Mr. B.O. Osunsanmi, ordered that the case file be forwarded to the Directorate of Public Prosecution (DPP) of Lagos State for legal advice.

Following legal advice issued by the DPP on June 24, 2024, Magistrate Osunsanmi determined that the defendant had no case to answer and subsequently struck off the one-count charge against him.

The court’s judgment stated: “Based on the advice of the DPP dated June 24, 2024, Reg No LIP/MISC/R/2024/114/8, it advised non-prosecution of the defendant. The defendant, Emmanuel Emeruwa, is hereby struck out. Case dismissed.”

A copy of the legal advice signed by Lagos DPP Dr. Babajide Martin indicated that the Police investigation did not establish any prima facie case against Emeruwa. The legal advice referenced a family meeting where the victim’s mother initially accused Emeruwa of sexually assaulting their daughter but later retracted the accusation, stating she had fabricated it out of anger.

The document reads: “After carefully considering the facts available in the duplicate case file, this office is of the view that a prima facie case of sexual assault by penetration, contrary to Section 261 of the Criminal Law Cap. C.17, Vol.3, Laws of Lagos State 2015, is not disclosed against the suspect, PG B1- Emmanuel Emeruwa.

“The facts in the duplicate case file revealed that the suspect and the complainants are constantly experiencing issues in their marriage, leading to physical assault on the suspect. During one of the numerous family meetings, the complainant accused the suspect of sexually assaulting the victim, only to later apologize for making the allegation out of anger.”

IPOB ACCUSES NIGERIAN ARMY OF INTIMIDATION AND DISSEMINATING FAKE NEWS ABOUT MAZI NNAMDI KANU

The Indigenous People of Biafra (IPOB) has leveled serious accusations against the Nigerian Army, claiming that it is intimidating judges involved in the case of its leader, Mazi Nnamdi Kanu, through the dissemination of fake news. In a statement issued by IPOB’s Media and Publicity Secretary, Emma Powerful, the group dismissed as baseless the Army’s claims of arresting the “founding father of IPOB,” labeling it a tactic to mislead and intimidate judicial authorities.

IPOB contended that each time a court session related to Kanu approaches, the Nigerian Army resorts to fabricating stories about arrests or violence against its members. They criticized the Army for attempting to manipulate public perception and undermine the integrity of the judiciary.

The statement pointedly questioned the Army’s credibility, stating, “The history of how IPOB was founded is a matter of public knowledge that predates the childish antics by the media department of the Nigerian Army.” It also reiterated that Kanu is the recognized leader and founder of IPOB, accusing the Army of trying to create confusion by alleging the emergence of a new founder.

IPOB challenged the Army’s narrative, asking rhetorically, “Is the Nigerian Army ignorant of the leading count in the unlawful charges levelled against Mazi Nnamdi Kanu?” They demanded clarity on the identity of the alleged new founder, mockingly asking, “What sort of officer and gentleman will agree to be trotted out in front of cameras to make a mockery of the image of the Nigerian Army?”

NIGERIA’S CRUDE OIL PRICE DROPS TO $72 PER BARREL, SPARKING NEW CONCERNS

Fresh concerns have emerged as the price of Nigeria’s crude oil fell to $72 per barrel, down from $75 per barrel, marking an 8.2% shortfall against the reference price of $77.96 per barrel set in Nigeria’s 2024 budget.

Recent reports indicate that the price drop for Bonny Light and other crude oils was influenced by Israel’s limited response to Iran’s missile attack, which had been anticipated to severely impact oil supply and prices.

In parallel, the Organisation of Petroleum Exporting Countries (OPEC) reported that Nigeria’s oil output, excluding condensate, decreased to 1.324 million barrels per day (bpd) in September 2024, down from 1.352 million bpd in August, representing a 2% decline. Additionally, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) noted that total oil output, including condensate, fell to 1.544 million bpd in September 2024, down from 1.570 million bpd in August, reflecting a month-on-month decline of 1.7%.

This dual decline in both price and output raises concerns among experts about Nigeria’s ability to meet its 2024 budget projections.

CALL FOR DIVERSIFICATION FROM OIL DEPENDENCY

Mazi Colman Obasi, the National President of the Oil and Gas Services Providers Association of Nigeria (OGSPAN), emphasized the need for Nigeria to diversify its economy. He noted that after decades of oil and gas production, the country should have leveraged petroleum proceeds to develop its non-oil sectors. “It is very dangerous to put our eggs in one basket,” he stated in an interview with Vanguard.

Dr. Muda Yusuf, Director/CEO of the Centre for the Promotion of Private Enterprise (CPPE), echoed these sentiments, highlighting the potential adverse effects of the oil price drop on the nation’s revenue and foreign reserves. He remarked, “This is not a good development for our foreign reserves,” and questioned the contributions of the Nigerian National Petroleum Company Limited (NNPCL) to government coffers.

Despite the drop in oil prices, Yusuf cautioned that it would not necessarily lead to a decrease in energy costs for Nigerians, as oil prices remain a significant variable in determining fuel costs, including diesel, kerosene, and gas.

PHARMACEUTICAL SOCIETY OF NIGERIA CALLS FOR URGENT INAGURATION OF PHARMACY COUNCIL

The Pharmaceutical Society of Nigeria (PSN) has urged the Federal Ministry of Health to expedite the inauguration of the Pharmacy Council of Nigeria (PCN) Council. This call came during a press conference addressing the upcoming PSN 97th Annual National Conference, themed “Ibom 2024,” scheduled to take place in Uyo, Akwa Ibom State.

PSN President, Prof. Cyril Usifoh, highlighted that the PCN has been without an active chairman since February 2024, resulting in stagnation of critical functions, such as the accreditation of training facilities and disciplinary procedures. He expressed deep concern over this delay, stating, “The absence of a functional PCN has left critical functions in limbo, impacting pharmacy training and, by extension, the quality of healthcare services in Nigeria.”

Usifoh urged the Ministry of Health to collaborate with the Ministry of Justice to expedite necessary waivers that would empower the PCN to enforce the PCN Act 2022 and effectively regulate pharmaceutical practices.

Additionally, Usifoh addressed the pressing issues faced by public sector pharmacists, including the looming threat of a strike by the Joint Health Sector Unions (JOHESU). He appealed to the Federal Government to honor existing agreements, especially regarding the adjustment of the Consolidated Health Salary Structure (CONHESS), and to fully implement the Consultant Pharmacist cadre across federal health institutions.

The PSN President also called for immediate actions, including the implementation of the adjusted CONHESS, enforcement of government circulars mandating the establishment of the Consultant Pharmacist cadre, payment of outstanding wages for workers in professional regulatory councils, and the suspension of the Drug Revolving Fund Standard Operating Procedure (DRF SOP).

Usifoh stressed the importance of timely negotiations between the government and JOHESU to prevent a potential healthcare crisis. He added that the upcoming conference aims to foster collaboration and unity within the pharmacy profession and will mark a significant transition with the election of a new president and other National Executive Council (NEC) members.

In conclusion, Usifoh expressed gratitude to PSN members for their support, emphasizing the achievements made during his tenure. He acknowledged that while challenges persist, a solid foundation has been laid for future progress. “We may not have completely solved all challenges, but we have laid a visible pathway for our successors to follow,” he stated.

MOTORISTS TRAPPED FOR HOURS ON DECREPIT DELTA HIGHWAY CALL FOR URGENT REPAIRS

Motorists and travelers were stranded for over four hours on the federal expressway between Sapele and Warri in Delta State, a journey that typically takes about 30 minutes under normal conditions. Frustrated commuters urged the Federal Government to take immediate action to repair the deteriorating highway.

During a stopover, NDV found that the contractor handling the road had diverted traffic to the Ibada-Elume and Aziza Junction on the Warri-Sapele Road without addressing the severe craters, exacerbating the situation. A significant gully at the Ibada-Elume end created further difficulties, with vehicles, including haulage trucks, struggling to navigate through it.

Motorists were forced to drive on one side of the road from Amukpe to the Aziza Junction, facing similar challenges in the opposite direction. At the Aziza junction, drivers had to shift to the only portion of the road open to traffic.

Felix Okotie, a Sapele resident who regularly uses the road, expressed his frustration, stating, “It is nightmarish. I spent over four hours from Amukpe-Sapele to Warri because of the bad road. Our government should take urgent steps to remedy the painful situation.” He noted ongoing construction on part of the road but criticized the contractor for not addressing the other side for motorists.

Another motorist, Mr. Ovo, heading to Ughelli, echoed the need for immediate repairs, saying, “Vehicles are struggling with only a section of the road. When they get to this pit, they scramble to dodge it, causing gridlock on both sides. My appeal is to the Federal Government to come urgently to do repair work on this road. Sapele to Warri should be a 30-minute journey, but we are forced by the state of the road to spend hours here.”

Passengers also voiced their concerns about the road conditions. Oluyemi, traveling from Warri to Sapele, lamented the numerous bad spots, noting that heavy rains made the situation worse as vehicles attempted to avoid potholes, slowing traffic significantly.

Stranded traveler Mordi urged the government to assess the situation firsthand, stating, “People are suffering. The government should come and see what Nigerians go through on this road and take urgent steps. Most of them are always on air; they are not familiar with the bad state of our roads.”

ADEWOLE ADEBAYO CALLS FOR DEMOCRATIC CHANGE IN NIGERIA

Social Democratic Party (SDP) leader and 2023 presidential candidate, Adewole Adebayo, has urged Nigerians to adopt democratic methods to replace the ruling All Progressives Congress (APC) and the opposition People’s Democratic Party (PDP).

Rejecting any calls for military intervention, Adebayo stated, “no matter what is at stake, the military is ruled out of governance.” In a tweet from his official handle, @Pres_Adebayo, he declared that opposition to the current government should be expressed through peaceful and democratic channels.

“Down with the government of @officialABAT should only mean that we want to use the ballot and the bully pulpit of civil society to effect a change of government and a change of direction,” he added.

Adebayo emphasized the importance of using votes as a powerful tool to bring about a new civilian government, highlighting that Nigeria’s future is intrinsically linked to democracy. He reiterated that change must come through electoral means, regardless of the level of dissatisfaction with the current administration.
