WORLD BANK ANNOUNCES $500 MILLION GRANT TO SUPPORT NIGERIA’S COVID-19 RECOVERY EFFORTS

The World Bank has announced a $500 million grant aimed at supporting Nigeria’s recovery from the impacts of the COVID-19 pandemic. This funding will be channeled through the Nigeria Community Action for Resilience and Economic Stimulus (NG-CARES) programme.

Launched in 2021, NG-CARES is designed to assist poor and vulnerable households as well as micro and small enterprises that were adversely affected by the pandemic. Dr. Lire Ersado, the World Bank Task Team Leader for NG-CARES, made the announcement at the conclusion of a two-day Peer Learning and Experience Sharing meeting held in Port Harcourt on Tuesday. The event was organized by the Federal Cares Support Unit under the Federal Ministry of Budget and Economic Planning.

Ersado, who was represented by Prof. Foluso Okumadewa, an official with NG-CARES, emphasized that the grant would also contribute to Nigeria’s broader economic recovery initiatives. He stated, “The World Bank will continue to support NG-CARES for the next three years, and this support may extend further with backing from the government.” He also reiterated the bank’s commitment to institutionalizing the programme to ensure its sustainability beyond external funding.

The NG-CARES programme aims to enhance economic resilience and stimulate communities that have been impacted by the pandemic. Dr. Abdulkareem Obaje, the National Coordinator of NG-CARES, highlighted the programme’s achievements in providing crucial support to vulnerable populations. He noted that approximately $750 million had already been disbursed to assist those affected by the pandemic.

Obaje detailed that the shock response mechanism of the programme has been notably effective, with $625 million already disbursed to states, representing an impressive 88% of the funds allocated. He further indicated that an additional $50 million is expected to be disbursed before December 31, with the potential for the programme’s extension.

He concluded by stating that NG-CARES has exceeded its goals by 30%, with $345 million reimbursed to states, resulting in verified outcomes totaling $834 million.

Famodimu concluded that the relationship between landlords and tenants has deteriorated, influenced by current economic realities and other contributing factors.

FEDERAL GOVERNMENT VISITS ALAU DAM POST-FLOOD DISASTER

NAIRA APPRECIATES TO N1,680 PER DOLLAR IN PARALLEL MARKET

The Naira experienced an appreciation yesterday, rising to N1,680 per dollar in the parallel market, up from N1,690 per dollar last weekend. In a similar trend, the Naira improved to N1,552.92 per dollar in the Nigerian Autonomous Foreign Exchange Market (NAFEM).

Data from the FMDQ indicated that the indicative exchange rate for NAFEM decreased to N1,552.92 per dollar from N1,641.27 per dollar last weekend, reflecting an appreciation of N88.35 for the Naira.

However, the volume of dollars traded in the official market saw a significant decline, dropping by 44 percent to $343.71 million from $616.73 million traded the previous Friday. This decline in trading volume contributed to a widening margin between the parallel market and the NAFEM rate, which increased to N127.08 per dollar from N48.73 per dollar last weekend.

PDP CRISIS DEEPENS AS DAMAGUM-LED NWC INVITES SECURITY AGENCIES

The crisis engulfing the People’s Democratic Party (PDP) escalated yesterday as the National Working Committee (NWC) led by Amb. Umar Damagum invited security agencies to intervene in the internal conflict. This revelation was made by the Acting National Publicity Secretary of the PDP, Ibrahim Abdullahi, during an interactive session with journalists at the party’s national secretariat in Abuja.

Abdullahi’s announcement followed allegations from supporters of the Yayari Mohammed-led faction, claiming that the Damagum-led NWC was acting on behalf of the All Progressives Congress (APC) to weaken the PDP ahead of the 2027 elections. He explained that the Damagum-led executive had no choice but to involve security agencies to enforce the rule of law, as the faction aligned with Yayari Mohammed continued to assert its claim to the party’s leadership.

“The actions of the renegade faction are in total disregard of a subsisting court order restraining the PDP Board of Trustees (BoT) and National Executive Council (NEC) from removing Damagum from office as acting national chairman,” Abdullahi stated. He emphasized, “In the face of this reckless violation, we are left with no option but to deploy the services of security agencies in the enforcement of the rule of law.”

He condemned the ongoing conflict, describing it as a serious threat to the party’s corporate existence. “This is, therefore, a clarion call to all concerned to ensure that the PDP is not destroyed due to avoidable conflicts,” he added, quoting former U.S. President John F. Kennedy on the interdependence of leadership and learning.

Abdullahi further highlighted the need for adherence to the party’s constitution and guidelines to improve the learning process in party leadership and administration. He referenced a recent NWC meeting that led to the temporary suspension of the National Publicity Secretary, Debo Ologunagba, and National Legal Adviser, Kamaldeen Ajibade, to allow an investigation into allegations of abuse of office and insubordination.

He stressed that both suspended officers are senior lawyers who should understand the importance of preserving the party’s sanctity. Abdullahi urged restraint and cooperation among party members to prevent further damage to the PDP, which he described as the major opposition party in Nigeria and the hope of Nigerians for a better tomorrow amidst the APC’s governance challenges.

URGENT CALL FOR DECRIMINALISATION OF ATTEMPTED SUICIDE IN NIGERIA BY TOP PSYCHIATRISTS

Top Nigerian psychiatrists and concerned mental health advocates are calling for the urgent decriminalisation of attempted suicide in Nigeria, arguing that current laws are counterproductive and exacerbate the country’s mental health crisis.

With an estimated 15,000 annual deaths from suicide, or 6.9 per 100,000 as reported by the World Health Organisation (WHO), advocates warn that if suicide remains a crime, the numbers are likely to be widely underreported, masking the potential scale of the crisis.

Prof. Taiwo Lateef Sheikh, former President of the Association of Psychiatrists in Nigeria (APN) and Convener of the Nigeria Suicide Prevention Advocacy Working Group, emphasised the need for a more compassionate and supportive approach to individuals struggling with suicidal thoughts. He stated, “The criminalisation of attempted suicide is a relic of a bygone era. It not only stigmatises those seeking help but also deters them from reaching out for fear of legal repercussions.”

Sheikh pointed out that the law, which dates back to the colonial era, fails to recognise the complex factors underlying suicidal behaviour, such as mental health conditions, substance abuse, and social stressors. Speaking at the National Suicide Prevention Conference last week, themed “Decriminalising Attempted Suicide in Nigeria: Long Overdue,” he highlighted that suicide is a significant public health issue in the country.

The stigma associated with mental health and the fear of criminalization often prevents individuals from seeking help, leading to a higher risk of suicide. Sheikh explained, “Attempted suicide: a desperate cry for help or an act of self-immolation is criminalized under Section 327 of the Criminal Code Act and Section 231 of the Penal Code Act, with offenders facing up to one year in prison in Nigeria. The very existence of this law serves as a stark reminder to those struggling with mental health and psychosocial issues that their suffering is not only misunderstood but condemned by society.”

Studies show that about 90 percent of deaths due to suicide are linked to mental health or psychoactive substance use disorders, with 70 percent of those cases attributed to depressive disorders. Sheikh further explained that mental health encompasses emotional, psychological, and social well-being, impacting how people think, feel, and act.

He lamented that statistics indicate suicide is the third leading cause of death among individuals aged 15–29 globally and the second in Africa. Access to mental health services in Nigeria remains poor, and social determinants of suicide are prevalent throughout the country. Advocates stress the need for immediate action to address these issues and foster a more supportive environment for those in distress.

EXPERTS RAISE CONCERNS OVER SHORTAGE OF TUBERCULOSIS DRUGS IN AKWA IBOM STATE

Experts have raised concerns over the shortage of tuberculosis (TB) drugs in Akwa Ibom State and other parts of Nigeria.

The State TB Programme Manager for Akwa Ibom, Dr. Bassey Akpan, disclosed that the state is facing a severe shortage of TB medications, hindering the treatment of current patients and delaying the start of preventive therapy for new patients.

Akpan stated, “This global shortage of TB drugs is significantly impacting Nigeria’s public health system, posing a serious threat to ongoing treatment and preventing the initiation of new patients on TB Preventive Therapy (TPT).”

The meeting was organized by Lawyers Alert under the project titled Law, Rights, and Community Empowerment for Social Change in TB, HIV, and Malaria Response, supported by the Gender Equality Fund (GEF).

He further explained that the global scarcity of TB drugs has severely affected the availability of these vital medications in Nigeria. “Patients currently undergoing treatment are at risk of interruptions, which can lead to drug resistance. Additionally, the lack of drugs hampers efforts to start new patients on preventive therapy, raising the likelihood of increased transmission and new infections,” he said.

The shortage has led to discussions about the rationing of available drugs, a move that could undermine TB control efforts in the country. Lawyers Alert, along with the Media Health and Rights Initiative of Nigeria (MHR), expressed deep concern about the public health implications and the potential violation of the right to access quality healthcare for persons affected by TB (PATBs).

“We remain committed to working with the State TB Program and other stakeholders to explore all avenues to mitigate the effects of this shortage. Our focus will be on advocating for increased national and international support to resolve the TB drug shortage crisis, ensuring equitable distribution of available medications, and keeping the public informed about the situation,” stated Lawyers Alert and MHR.

They called for stronger collaboration between the public and private sectors to resolve the crisis and prevent a looming public health emergency.

TRADERS IN ANAMBRA STATE DEFY GOVERNOR SOLUDO’S DIRECTIVE TO REOPEN SHOPS

Traders in Anambra State, particularly in Onitsha, defied Governor Chukwuma Soludo’s directive to open their shops on Monday, despite the governor’s warning that businesses would be sealed off for non-compliance.

In Onitsha, a major commercial hub, most shops remained closed, although residents were seen moving about the streets. Vanguard observed that all major markets, including Onitsha Main Market, Ochanja Market, Head Bridge Market, and the Building Materials Market, were shut down. Security operatives, particularly police patrols, were visible across the city, ensuring law and order.

Some traders admitted that they were hesitant to open their shops on the first day of the directive, despite appreciating Governor Soludo’s efforts to restore Monday business activities across the state. “There’s a difference from previous Mondays; at least, there is some traffic on the roads,” said Festus Okoli, a trader at the Main Market. “But people are still afraid to open their shops.”

A female trader, who sells wrappers, said she was unaware of the governor’s order, adding that it might take time for people to feel safe enough to return to the markets on Mondays.

Governor Soludo personally toured various markets and locations, including Nkwo Igbo-Ukwu, Afor Nnobi, parts of Nnewi, and Upper Iweka, to assess the level of compliance. While security was tight, he saw people moving about, though many shops remained closed. During his visit, the governor interacted with traders and residents, emphasizing the importance of resuming business activities while ensuring safety. He encouraged business owners to gradually reopen while adhering to government directives.

MAN ON THE RUN AFTER STABBING COUSIN TO DEATH IN LAGOS STATE

A man identified as Ganiyu Ibrahim is currently on the run after allegedly stabbing his cousin, Afeez Akeem, to death during an argument in Lagos State.

The Lagos State Police Command’s spokesperson, SP Benjamin Hundeyin, confirmed the incident to Vanguard, stating that the altercation between Ibrahim and Akeem escalated into a physical confrontation. During the clash, Ibrahim reportedly broke a bottle and stabbed Akeem in the chest.

Hundeyin shared in a statement: “Today, 14/10/2024, at about 7 PM, a complainant reported that her son, Ganiyu Ibrahim, and her nephew, Afeez Akeem, had a misunderstanding that led to a physical fight. Ganiyu broke a bottle and stabbed Afeez on the left side of his chest. The victim was rushed to a hospital, where he was pronounced dead by the attending doctor.”

While detectives have been mobilized to investigate the scene, Ibrahim fled immediately after the incident. The family of the deceased declined an autopsy, opting for burial according to Islamic rites. The police have launched a manhunt for the suspect, with investigations ongoing.

ELECTRICITY DISTRIBUTION COMPANIES REPORT ANOTHER NATIONAL GRID COLLAPSE

Electricity distribution companies (DisCos) have reported a national grid collapse, announcing the incident in separate statements on Tuesday. This announcement comes less than 24 hours after a similar event led to a nationwide blackout on Monday.

According to a statement from the Abuja Electricity Distribution Company (AEDC), the latest grid collapse occurred at 6:58 PM. Following this, Eko Disco issued a statement confirming a system collapse at 09:17 hours on Tuesday, resulting in a loss of power supply across its network. They noted, “We are currently working with our partners as we hope for speedy restoration of the grid. We will keep you updated as soon as power supply is restored.”

Similarly, Ikeja Electric confirmed experiencing a system outage at the same time, 09:17 hours, impacting supply within their network. They assured customers that efforts are underway, collaborating with partners and stakeholders to restore electricity as quickly as possible.
